Here's the Final Investigation Report. It's extremely likely that the station is also in breach of others. I know some former presenters and committee are looking into this.
They found the station did not have policies and procedures regarding corporate governance, membership, conflict resolution, complaints handling, encouraging participation, and volunteering. They had breached codes 1.2, 1.4, 1.5, 1.6, 2.1, 2.3, and 2.4 of the Community Radio Broadcasting Codes of Practice.
Here's the Codes of Practice, which were upgraded in 2008. They are the regulations and are drafted by the Community Broadcasting Association and approved by the Australian Communications and Media Authority, which is responsible for enforcement.
