The problem with Briggs is (to use your Telstra analogy) he considers himself a CEO who has also been appointed to the board. With Burn out of the picture, he now firmly believes he runs council (as against this new bunch of usurpers that is).<BR/>Such a mindset manifests itself in the ways we have witnessed with clumsy forays into the clearly "political" arena - behaviour which he would never have dared under Burn.<BR/>Briggs is simply a (civil) servant who reports to our elected council.
